After two thousand seven hundred Soldiers and Marines K.I.A. and twenty thousand more wounded in Iraq, President Bush said, "This will be nothing more than a 'Comma' in American History!" Wolf Blitzer of CNN and America were shown the real depth of this President during his interview last Sunday.

I have cooled my comments for weeks on the War in Iraq, because I believe in the goodness of Americas intentions. The President and his Cabinet and the havoc they have created was an unintentional result of their poorly thought-out war against terror.

However, can anyone of us face our Service members today after hearing President Bush and justify them giving their life fighting in Iraq? Never mind the five hundred billion spent and the future billions that constitute the world's greatest money-grab by the industry of war.

I am not speaking of our military expenditures, I am speaking about the billions spent for the reconstruction contracts. My source says that we pay twenty per cent of any contract amount in cash dollars to the local war lords, as a bribe for the privileged to rebuild the power plant, the school, or the hospital. The person that told me this and a lot more has boots on the ground and is in the position to know what they speak of.

The President of the United States has demonstrated his contempt for the sacrifices made by Americas best with his remark. He can make impassioned pleas, or resort to his "America at Risk" tactics to drum up support, but it will not undo his latest remark about the Iraq War.

VA ISSUED GUIDANCE ON PENSION ISSUES

But first let me say that the laws related to Veterans benefits are a jumble of legal speak, making it a difficult for most Veterans and Dependents to absorb meaning from their explanation. Most Veterans need a translation even after the VA issues an explanation.

1. UME Deduction of Assisted Living Center (ALC) or In-Home Care Expenses: M21-1, Part. IV, Chapter 16.31b(2) and (10) state that ALC or in-home care expenses may be allowed as unreimbursed medical expenses (UMEs) as long as the "disabled person has been rated housebound or in need of A&A by VA. It is neither necessary nor appropriate to prepare a record-purpose rating to establish that a veteran's spouse is housebound (H/B) or requires aid and attendance (A/A) for the sole purpose of allowing UMEs. (Preparation of a rating decision to establish a spouse's need for A/A is appropriate if the veteran has service-connected disability(ies) that are at least 30 percent disabling.)

• Allow all ALC or in-home care expenses if paid on behalf of a dependent or other relative for whom UMEs may be allowed, as long as a licensed medical doctor certifies that the disabled person has a medical condition that makes such level of care necessary.

• A physician's statement specifically addressing the issue of whether the person needs to be in a protected environment must be of record, even if the person's diagnosis is known. (Example: Even if the evidence of record confirms that a veteran's spouse has Alzheimer's, do not allow all ALC or in-home care expenses unless a physician's statement is of record indicating that the spouse needs to live in a protected environment.)

• What does this mean? The information above means that you who are caring for a Veteran maybe reimbursed for the expenses by following the guidelines. That the expenses should include all cost incurred, your time is valuable so bill for it even if you are married, how much would it cost to provide this care by outside help? If the partner of a veteran is also disabled they are also entitled to reimbursement.

VA CHIROPRACTIC CARE

Good news to those veterans who are suffering from back pain caused by neuromusculoskeletal conditions. The VA will begin providing Chiropractic Care at 26 selected Department of Veterans Affairs (VA) facilities beginning this fall. The VA plans to hire or contract chiropractic Doctors to provide the care. In consultation with VA primary care providers, chiropractors will offer patient evaluations and chiropractic care for neuromusculoskeletal conditions.

Care will be provided in the following locations: Sacramento & Los Angeles CA, West Haven & Newington CT, Togus ME, Tampa & Miami FL, Augusta GA, Danville IL, Kansas City KS, Iron Mountain MI, Fort Harrison MT, Albuquerque NM, Buffalo & the Bronx NY, Jackson MS, Columbus OH Butler PA, Mountain Home TN, San Antonio, Temple, & Dallas TX, Columbia SC, Sioux Falls SD, Seattle WA, and Martinsburg WV.

Eligible veterans in areas remote to these locations will be able to receive chiropractic care through VA's outpatient program after being referred by their primary care provider, and receiving authorization by the department. I will check to see if we are going to be covered in Mexico...
