According to an article in the Dallas Morning News on May 8, 2009, Canadian airline and vacation company Transit AT's Mexico service won't return to normal until June 20 at the earliest.
"Transat A.T. Inc., Canada's holiday travel leader, is cancelling its flights to Mexico from Canada from June 1 to 20, whether they are operated by Air Transat or other carriers, because of the situation caused by the A(H1N1)influenza virus. After this date, unless there is a worsening of the situation, operations to Mexico will return to normal, with possible adjustments depending on demand, and travellers will be able to take full advantage, at good rates, of Mexican beaches for the summer season."
Air Canada has retained some service to Mexico City, but has suspended flights to Cancun, Cozumel and Puerto Vallarta until June 1. Should you be afraid to travel to Puerto Vallarta?
