New Health Insurance Unveiled In Capital

President Vicente Fox and Mexico City Mayor Alejandro Encinas presided over the inauguration of a federal public health program in the capital Wednesday.

The president praised his "Seguro Popular" that provides complementary funding for low income Mexicans for certain medical procedures that may not be included in other government health plans.

"Families will no longer have to ask for loans to pull together the money to pay hospital bills or medicines," Fox said.

The president indicated that in Mexico City, the program will reach 100,000 families this year in the delegations of Gustavo A. Madero and Iztapalapa.

Encinas said the implementation of Seguro Popular in the capital is the realization of a commitment made by Fox in May in meetings with former Mayor Andrés Manuel Lopéz Obrador.

Seguro Popular will focus particularly on two illnesses in the generally low-income precincts of Iztapalapa and Gustavo A. Madero: child leukemia and cervical cancer. Capital Health Secretary Asa Cristina Laurell invited women and children suffering from these illnesses to register for the program, which gives them access to the federal hospitals equipped to treat the diseases.

Nearly 500 people register for the program every day in Mexico City, said María Helena Ortega Hernández of Seguro Popular.

The program is designed to fill the gaps for those who don't qualify for other government health plans. Affiliation is accomplished through sliding scale fees proportional to earnings. It covers catastrophic medical expenses for 154 illnesses and also includes AIDS treatments and neonatal care for high risk pregnancies.
