US Military Presence in Paraguay Threatening the Region

Havana - US military presence in Paraguay is turning the South American country into a Pentagon platform for intervention in the region, representative of the Paraguayan Initiative for Peoples´ Integration Sixto Pereira has denounced.
Pereira is in Havana to attend the 2nd Jubilee South World Assembly, an event of condemnation of foreign debt.
He said Asunción-Washington military links date from the time of Stroessner´s 35-year dictatorship.
Then a runway was built in El Chaco, in Mariscal Estigarribia, for heavy equipment and weapons to land as part of the same strategy of geopolitical domination of the region, he added.
In his opinion, this renewed US military presence is linked to their bases in Manta, Ecuador; Palmerola, Honduras; in Colombia and other countries in the continent.
He stressed that currently, US military personnel carry weapons wherever they go in Paraguay, particularly in the areas where farmer movements are stronger and more active. And there they go under the cover of civic-military actions.
"Their troops have a base in my country in order to intervene against Bolivia, Brazil, Argentina and Uruguay," the Paraguayan social activist denounced.
What is unprecedented, he said, is that this time they came supported by two laws proposed by the government of President Nicanor Duarte, one granting them impunity and the other opening the doors for them and probably letting them stay longer.
The real objective is to control natural resources in the area, including oil and gas and the Guarani aquifer, he said.
Pereira announced that a movement demanding a pullout of US troops is gaining momentum, with mobilizations through the National Front of Struggle for Life and Sovereignty.
As a first objective, we demand the abolition of regulations that harbour and give impunity to Pentagon troops, he indicated. "It is a demand in favour of Paraguay and Latin American integration."

La Habana - La presencia militar de Estados Unidos en Paraguay convierte a ese país en plataforma del Pentágono para intervenir en la región, advirtió hoy aquí Sixto Pereira, de la Iniciativa Paraguaya para la Integración de los Pueblos.
Delegado a la II Asamblea Global del Jubileo Sur, evento de denuncia contra la deuda externa, Pereira dijo que los vínculos militares de Asunción con Washington se remontan a la época de la dictadura stronista.
Desde entonces se construyó la pista en el Chaco, en Mariscal Estigarribia, donde pueden desembarcar equipos y armamentos pesados, como parte de una misma estrategia de dominación geopolítica en la región, apuntó.
Según su opinión, esta renovada presencia en Paraguay de los militares estadounidenses se vincula con sus bases en Manta, Ecuador, Palmerola, Honduras, en Colombia y en otras naciones del continente.
Pero significó que ahora los efectivos del Pentágono transitan armados por todo el territorio paraguayo, en particular en aquellas zonas donde los movimientos campesinos son más fuertes y combativos, adonde llegan bajo cobertura de acciones cívico-militares.
"Sus tropas tienen en mi país una base para intervenir contra Bolivia, Brasil, Argentina y Uruguay", denunció el activista social guaraní.
Lo inédito -dijo- es que esta vez llegaron avalados por dos leyes propuestas por el gobierno del presidente Nicanor Duarte Frutos. Una que les otorga imunidad y otra que les abrió las puertas y por la cual pudieran incluso prolongar su estadía.
Más adelante opinó que con las tropas del Pentágono en Paraguay se pretende además controlar los recursos naturales del área, incluido el manto acuífero guaraní y recursos energéticos como el gas y el petróleo.
Fustigó que bajo la presión que significa el pago de la deuda externa y sus onerosos servicios, el Estado paraguayo está accediendo a privatizar y entregar esos recursos, incluida la modalidad conocida como canje de deuda por verde.
Explicó que se trata de una forma de renegociar el débito por el cual el patrimonio natural del país está pasando al control de intereses foráneos.
Pereira adelantó que se está articulando un movimiento en reclamo de la salida de las tropas norteamericanas, con movilizaciones a través del Frente Nacional de Lucha por la Vida y la Soberanía.
Como primer objetivo -indicó- exigimos la derogación de las legislaciones que amparan y dan impunidad a los militares del Pentágono. "Es una demanda en favor de Paraguay y de la integración latinoamericana". |
