In their meeting Thursday, the two chief executives also are expected to discuss Costa Rica's request for technical assistance to establish an oil refinery, a measure that could help this country to battle high oil prices.
The so-called Plan PueblaPanama economic pact, an idea Fox first suggested over five years ago, is aimed at integrating the region financially and attracting jobs and industry, especially to financially depressed areas such as southern Mexico and rural Central America.
Several projects already are under way, including joint energy, highway, health and education programs.
"With this plan, President Fox is a visionary who is showing us the course that Latin Americans should follow" to unite countries in the region, Pacheco said Wednesday.
Other Plan Puebla-Panama advocates, including Salvadoran President Tony Saca, have agreed that it would improve the futures of the region's 64 million residents. The region covers 1 million square kilometers (390,000 sq. miles).
Some non-governmental organizations and residents from Indian regions in southern Mexico have opposed the plan, saying that some of its components, including a proposed dam and new electrical lines, would affect their communities negatively.
The presidents also were to discuss the possibility of establishing an oil refinery in Costa Rica to help reduce oil costs, and were to review common themes of interest for the Americas Summit, which takes place Friday and Saturday in Mar del Plata, Argentina. The summit was expected to focus primarily on job creation. |
