Last Wednesday, the Puerto Vallarta Parking Lot Tender Commission accepted Promotora de la Propiedad Raiz de Jalisco's proposal to execute and operate the Lazaro Cardenas Parking lot project.
Puerto Vallarta - Despite protests from neighbors and ecological groups, last Wednesday, the Puerto Vallarta Parking Lot Tender Commission accepted Promotora de la Propiedad Raiz de Jalisco's proposal to execute and operate the Lazaro Cardenas Parking lot project.

City Attorney Miguel Angel Yerena Ruiz asserts that the decision was made only after careful analysis of the company's proposal, which reportedly takes into consideration both ecological requisites and concerns expressed by the people of Puerto Vallarta.

Last April the park was given a reprieve when Tecnologia en Proyectos Inmobiliarios, S.A. de C.V., withdrew from the project after obtaining a copy of the Environmental Impact Report on Parque Lazaro Cardenas which, among other ecological requirements, does not permit the removal of the large parota trees that grow in the park.

Since then, though a number of companies have shown an interest in the project, upon learning that 100 meters of space within the project perimeter was earmarked for a botanical garden and the preservation of the existing parotas, Promotora de la Propiedad Raiz de Jalisco was the only company interested in entering a bid.

"This is how the city affirms its support to the municipality and its continued development in spite of the debate generated by the construction of this type of space. It must be taken in consideration that Puerto Vallarta is a city that has lacked urban planning, which is primordial at this time," said Ruiz.

Today, only a draft of the agreement made between the city and Promotora de la Propiedad Raiz de Jalisco exists. But once the documents have been signed by the members of the commission, the lease contract will be drawn up and the property will be handed over to the company's legal representative.

"There are omissions that will have to be corrected, but to date, the executive project, including the construction of commercial spaces, has not been authorized," said Ruiz.

Up until now, the construction of commercial space has not been permitted in any of our parks. However, this time two spaces are under consideration, one for public security and another for administrative offices.

The company's proposal for the Lazaro Cardenas parking lot project includes 178 parking spaces, 8 of which will be reserved for disabled persons. Parking fee are projected to run $15 pesos per hour, with the construction company earning 5% of the gross income throughout the 25 year concession contract.

According to Ruiz, city officials have been working to improve tender procedures for urban development and executive projects such as these. By avoiding past mistakes, they hope to earn the citizens' approval.

"We must evolve to make the city attractive to residents and visitors. Somebody has to make the hard decisions that should have been faced long ago. The current administration has been charged with making these decisions, and all of the determinations that have been already been made are aimed towards the city’s continued development."

"We are seeking to provide the municipality with the necessary parking spaces to prevent traffic jams downtown, and above all, to strengthen Puerto Vallarta's reputation as the only destination that offers both the attractions of a typical Mexican village and all the amenities of a cosmopolitan city," he concluded.
