The democracy Mexico is currently experiencing obliges all civil servants to pursue the public good and never activities with apathy or negligence in the duties involved in civil services, stated President Vicente Fox.
Today the Federal Government has a Professional Career Service that meets citizen’s demands to construct a new culture of public service in which citizen’s interests are always given priority over others, he said.
This mandate of Mexicans, he added, also did away with discretion in public affairs and put an end to the inertia that undermined the development and progress of Mexico.
During the awarding of the 2006 Prizes for Government Quality and Innovation, the president pointed out that, in view of this, he had assumed a commitment with society to transform government so that it would always serve the cause of the nation.
That is why, he said, a crusade was launched to promote a humanistic government that would be close to the government, attentive to its needs and would always give citizens decent and fair treatment.
In a ceremony held at the National Auditorium, the president said that the aim was to construct an efficient, transparent, world class, innovative, top quality public administration.
That is why a Good Government Agenda was implemented to direct the efforts of Federal Public Administration offices that would combine them all in a single effort, to serve Mexico and its citizens, he said.
In this respect, he said that people should always receive warm, quick, satisfactory treatment and obtain a genuine solution to their everyday problems, which is why public servants have the responsibility to contribute to improving the quality of life of society.
President Fox said that his government had begun a new stage of Public Administration in order to put an end to cronyism and reward merit, which established the bases for consolidating a government of professionals, whose capacity makes them suitable for serving society.
Nowadays, he added, Mexico has a more honest government, while the implementation of the Law of Transparency put an end to opacity in the Federal Public Administration.
Apropos of this, he explained that accountability and access to information are inalienable rights of citizens, and that to date citizens have submitted 159,000 requests for information to exercise this prerogative.
Federation, states and municipalities have the shared challenge of extending throughout the country this new form of governance that does more and costs less.
President Vicente Fox declared that his government is subject to the most rigorous processes of evaluation for promoting quality and competitiveness which is why over 2,350 processes in government offices have international ISO-9000 certification, while government as a whole has managed to achieve over 550 points in the Internal Evaluation System, Intragob.
