As proposed by Puerto Vallarta's city mayor Javier Bravo Carbajal, Jalisco State Governor Emilio González Márquez, took on the compromise to build, in conjunction with the city government, the "Las Flores" avenue connecting Blvd. Francisco Medina Ascencio with the Multi-functional Center presently under construction.

The construction of said avenue was agreed upon in March, during Jalisco State Governor Gonzalez Marquez's visit to the location for an inspection of the building that will house the convention center, which is scheduled to be completed by late October.

In an interview, the governor also let it be known that by August the federal government will announce the winner of the contest for the construction of the greater by-pass of the city; the Guadalajara-Puerto Vallarta highway and the greater by-pass for southern Guadalajara. Said works are expected to be completed within three years from the appointment of the winner.

Marquez also spoke about the preparations for the Pan-American Games to be held in Guadalajara in 2011 with Puerto Vallarta as one of the secondary venues for at least three sporting events, such as Sailing, Triathlon and Beach Volleyball; not to mention some other competitions that Mayor Javier Bravo has been pressing for, as long as the required infrastructure works are agreed upon.

"Our position is to benefit the regions and municipalities to the best of our abilities, though it is a decision of the organizing committee. Puerto Vallarta is being considered as the venue for these three sporting events, though other sports cannot yet be ruled out," he said.
