Mexico City - Mexico's transportation secretary says it has grounded two airlines for lacking proof they paid for fly rights in the country's air space.

The Communications and Transportation Department announced Wednesday the suspension of all flights of Aero California and ExpressJet, a partner of Continental and Delta Air Lines.

Gonzalo Martinez, head of legal affairs for the department, says passengers will be allowed to use their tickets to fly on other carriers.

Aero California ticket agent Brian Calvillo said "right now, things are operating normally."

In a news statement, Houston-based ExpressJet said the grounding was a "misunderstanding" and that if necessary it would pay $4.5 million by early Thursday to avoid any flight cancellations.
