Mexico Drug Gangs Spread Reach, Act Like Government, Ruiz Says

Mexican drug traffickers are providing services such as security and collecting taxes in some of the areas they control, displacing the government in those regions, said Economy Minister Gerardo Ruiz Mateos.

"The cartels are getting involved in government activities," Ruiz said during a presentation to a business group in Mexico City today, which included a discussion on how violence perpetrated by drug gangs is affecting Mexico's business climate.

Mexican President Felipe Calderon's efforts to crack down on cartels are reassuring foreign investors, Ruiz told the group. Calderon has sent thousands of troops and police to the most dangerous parts of the country to battle gangs that have killed more than 2,000 people this year.

Foreign direct investment may reach as much as $23 billion this year, similar to last year's $23.2 billion total, Ruiz said.
