Carlos Slim Helu, the billionaire who controls Telefonos de Mexico SAB, plans to spend 7.9 billion pesos ($512 million) through his charities to improve health and education in Mexico.

The contributions of the Carlos Slim Foundation and the Telmex Foundation will fund neonatal care, scholarships and sports programs, among other projects, according to a statement emailed this week from Slim’s Grupo Carso SAB. The programs will benefit almost 400,000 families, the company said.

Slim, the world’s second-richest man according to Forbes magazine, has criticized charities for giving away money without results and said his foundations fund health and education to encourage economic growth. In a speech to lawmakers last month, he urged Mexico’s government to improve the condition of schools. About 11 percent of the population lived in extreme poverty in 2006, according to government statistics.

Grupo Carso, an industrial group that includes construction and retail units, will spend 29.3 billion pesos this year on investments, creating 34,885 jobs, the company said today. Slim disclosed those plans to reporters last week, saying the spending would go mostly to improving infrastructure.

Grupo Carso, based in Mexico City, fell 16 centavos to 27.62 pesos at 4 p.m. New York time in Mexico trading. The shares have dropped 27 percent this year.
