Mexico to Assume UN Security Council Presidency

Mexico City - Mexico to assume rotating presidency of Security Council in April.

It will preside over three debate sessions on Haiti, controversy mediation and solution and children in armed conflicts.

Foreign Secretary Patricia Espinosa will preside over the Security Council during the debate on Children and Armed Conflicts at the end of the month.

As from today and during the month of April, Mexico will assume the presidency of the United Nations Security Council. Presidency of the Council is rotated on a monthly basis among its 15 permanent and non-permanent members following the alphabetical order of the names of each country in English.

France, Japan and Libya took over the presidency of the council before Mexico this year.

It is important to note that assuming the presidency of the council means that Mexico will act with the mandate of the 15 members rather than on an exclusively national basis as a member state of the council.

In April, the Security Council will analyze the situation in Chad and the Central African Republic, Guinea Bissau, the Congo, Western Sahara, Sudan, the Middle East, Iraq-Kuwait, the international courts of former Yugoslavia and Rwanda, and review the sanctions regime for the Ivory Coast. In some of these issues, it will continue renewing the mandates on which peacekeeping operations are based.

In the event of the emergence of a case which, in the Security Council's view, threatens international peace and security, the presidency is authorized to hold an unscheduled meeting.

In its capacity as President of the Council, Mexico will preside over three thematic debate issues:

Haiti. Mexico will preside over an open debate that seeks to focus international attention on the situation in Haiti. During this session , the Special Representative of the Secretary General and Chief of the Mission in Haiti, Mr. Hédi Annabi will give a talk on the situation in that country.

Mediation as a Means of Peaceful Conflict Resolution. Mexico will preside over a session seeking to promote the use of mediation in the Council's work, based on the Secretary General’s report on the issue. This is designed to reinforce the Security Council’s mechanisms for solving controversies and capacity for preventing conflicts.

Children and Armed Conflicts. Mexico will also preside over a debate session on the situation of Children and Armed Conflicts, at which the Special Representative of the Secretary General for this issue will present his annual report. Mexico will also preside over the Working Group on Children and Armed Conflicts and has attempted to lend more visibility to the need to provide greater protection for children in armed conflicts. On this occasion, Chancellor Patricia Espinosa will be present in New York to preside over the meeting.

In its capacity as President of the Council, Mexico will maintain its commitment to maintaining peace and international security on the basis of full respect for the principles of the United Nations Charter and international law.

Mexico will serve as an elected member of the Security Council, occupying one of the two seats for Latin America and the Caribbean for the two-year period from 2009 to 2010.
