PRI Proposes to ‘Reduce’ Congress The News go to original February 24, 2010
Mexico City – The Institutional Revolutionary Party (PRI) presented Tuesday an initiative that proposed, among other things, to reduce the number of members of the Congress. The Chamber of Deputies would consist of 400 deputies instead of 500 and the Senate of 96 senators instead of 128.
The leader of the PRI senators, Manlio Fabio Beltrones, introduced the initiative to the Congress.
“This is the time for action in Mexico, problems keep on increasing and sometimes it seems that they are stronger than us, but they are not,” he said.
The PRI also proposed the establishment of the National Identity Institute, which would issue a document that would prove Mexican citizenship.
Also, the initiative proposed the reelection of lawmakers, one time for senators and twice for federal and local deputies, as well as a modification to their constitutional privileges.
State secretaries would present half-yearly reports at the beginning of each period of sessions of Congress.
The PRI also proposed to reduce the deadline for the approval of the budget. The date would change from April 30 to April 1.
Additionally, it would allow the Senate to ratify all state secretaries and directors of PEMEX, the Federal Commission of Electricity (CFE), as well as the Navy and National Defense Secretaries.
Lastly, in case the President of Mexico is unable to carry out his responsibilities, the Interior Secretary would replace him. Up until now, this issue had not been addressed.
The senator said that government institutions and the regime of the country must be updated.
“Even if Mexico has become more plural and more democratic, the instruments used in politics have remained unchanged,” he said.
He added that the country needs political reform that would make the work of government officials more efficient.
