The quake, centered just south of the U.S. border near Mexicali, was one of the strongest earthquakes to hit region in decades, shaking at least 20 million people. (AP/Guillermo Arias) | | Mexicali — Baja California Governor José Guadalupe Osuna Millán estimated Tuesday that about 25,000 residents living near the epicenter of the earthquake that struck Sunday were left homeless by damage to their houses.
The badly affected area has a population of about 100,000.
At the opening of an emergency cabinet meeting Tuesday morning, the governor said electricity has been restored to about 95 percent of customers who lost power during the Sunday afternoon earthquake.
Water has been restored in urban areas, but authorities were still working to restore service to parts of the Mexicali Valley, the agricultural area south of the city.
Two people were reported to have been killed by falling debris.
