Committee to Watch Police Proposed

Mexico City – Dep. Carlos Alberto Flores Gutiérrez recently proposed to create a special commission to oversee the reform of Mexico City’s police force.

The aim of this commission would be to fight the current surge of criminal activities and to safeguard the security of citizens by increasing the efficiency of police officers, respecting human rights and stopping corruption.

The commission would constitute two citizens proposed by the society, three experts in law enforcement proposed by academics, a representative of the Public Security Committee of the Congress, three representatives of Mexico City’s Public Security Secretary, one representative of the Attorney General and the president, who would not be a government official.

Flores, also president of the Public Security Committee of the Congress, said that in response to the poll conducted by Luis Gonzáles Placencia, president of the Human Rights Commission of Mexico City, they would promote a democratic police force model that would guarantee the security and respect to human rights of the population. It is also necessary to reform intelligence mechanisms to make investigations more effective, Flores said.

Moreover, this commission would be in charge of overseeing the reform of the Public Security Secretariat on the national level. Also, it would issue periodic reports regarding problems related to regulations within the police force in order to propose judicial changes to the work regime, hierarchical design and organization, work hours, social security, benefits, psychological support, judicial defense, transparency and accountancy.

Furthermore, the commission will review the profiles and careers of police officers, including income, promotions, resignations, training courses, resume and knowledge in technology.
