Below is the text of the letter.
On 29 June, I invited all the sectors of society to provide a firm response to Public Security and against organized crime. The aim of this competition is to consolidate a state polity through a frank, inclusive, constructive dialogue that will lead us to a joint position against this common enemy.
Since then, I have held private and public meetings in a "Dialogue for Security," with social, business and religious organizations, academics and specialists, the media and opinion leaders. All the actors with whom I have discussed these matter agree that this state policy is unthinkable without the participation and commitment of the three orders of government and all the political forces.
That is why I repeat my invitation to engage in a dialogue to join together in this aim and I hope that we will be able to arrange a discussion panel in the near future. Within this framework, you will be able to express your proposals for dealing with this common enemy more effectively. Your participation is crucial for the country.
It is time for us to close ranks against this source that threatens Mexicans’ lives, peace of mind and freedom. Knowing that we will act together for the good of the country, I would like to take this opportunity to send you my best wishes.
Felipe Calderón, Mexican President
