President and Governors Sign Chihuahua Agreement

The President said that the Dialogues for Security will be boosted by promoting civic participation through the governors' presentation of a schedule of public meetings to achieve these agreements.
Chihuahua, Chihuahua - This week, Felipe Calderón, together with twelve governors elected in this year’s elections, signed the Chihuahua Agreement. This agreement, with its specific goals and set deadlines, is designed to continue strengthening institutions to increase security and justice.

On a tour of the state, and accompanied by his wife, Margarita Zavala, as well as Secretaries of the Interior Francisco Blake Mora and Public Security Genaro Garcìa Luna, the President highlighted some of the points in the agreement such as the purging of the police force, combating abduction to reduce its incidence and the implementation of the new police model and single command.

"They pledge to design a first module, with state police, based on the model that has been presented, comprising 400 police per state, which will meet these conditions within a period of not more than six months.

I also hail the fact that there are already state police or Single Command police in states such as Aguascalientes, Chihuahua, obviously, and in parts of Durango and other states, as mentioned earlier," he said.

He highlighted the implementation of coordinated strategies between states and the federation to reduce crimes such as robbery, extortion, abduction and homicide. In two months' time there should be state plans that will establish a diagnosis and a master plan for the states.

The President also said that the Dialogues for Security will be boosted by promoting civic participation through the governors' presentation of a schedule of public meetings to achieve these agreements.

The agreements are also designed to provide security for citizens and government officials in key issues. Within a period of not more than two months, the coordination groups and state security systems have also pledged to define actions to protect particularly sensitive groups.

"It is essential for us to advance together in this effort. I hail the fact that at this meeting of governors, who have only just begun to exercise their constitutional responsibility, or are about to begin their term, we have been able to reach agreements and establish common commitments.

In the two and a half years that remain of my administration, I am absolutely determined to promote this task of transforming the country's institutional strength.

We will share this responsibility for two and a half years or two years plus a month and a half. And rest assured, governors, that we will be together in this," he said.

He also said that there should be a new attitude, essential for coping with a common problem. “This attitude of collaboration and joint responsibility is perhaps the most valuable element in having a state security policy,” he said.

Lastly, President Calderón said that citizens are demanding that the authorities in the three orders of government: federal, state and municipal, form a common front, since society trusts that those that the leaders of the organizations of the state will be able to conduct it and cope with its challenges.

“There is no greater force than that of a united Mexico, nothing greater than the demand and the desire of Mexican families to live in peace.

I have no doubt that we will be able to do it if we fully assume this challenge and act in a united fashion," he said.
