Peña Nieto Weighs Mexico Energy Reform, Delays Unveiling
With top PRI lawmakers concerned about the controversial changes to the constitution that the proposed energy reform bill will include, Mexico's government has pushed back the unveiling of the President's energy sector overhaul to next week. On Wednesday, the day the reform was expected to be presented, Peña Nieto was weighing the political cost of the initiative. Lawmakers familiar with last-minute negotiations over the proposal say it will try to amend the constitution to allow more private investment in oil, gas and electricity by eliminating the exclusivity currently granted to the public sector in those businesses. A senior ruling party official said the bill had been pushed back to next week so Peña Nieto will have enough time to go through it thoroughly. "The president is signing off on details, revising article by article, and wants to present it with more certainty," the official said. "There will be constitutional changes to more than one article, that is for certain," the official said when asked if article 27 - which explicitly prohibits concessions and has also been interpreted to ban risk-sharing contracts - would be changed.
Operation Breathalyzer Proves Successful
The "Operativo Alcoholímetro" (Operation Breathalyzer) program continues to have success helping to rid Puerto Vallarta's roads and highways of drivers under the influence of alcohol. Since the implementation of Operation Breathalyzer earlier this year, the number of vehicular accidents in Puerto Vallarta has not only been reduced, but there have been no fatal car accidents in the city since February. According to Municipal Transit Subdirector Jesús José Rodríguez Campoy, Operation Breathalyzer is not targeted at tourists, but is only applied to improve road safety. In July, 261 drunk driving tests were performed, of which the breath of 123 people (117 men and 6 women) registered above the permitted ingested alcohol rate. During the first week of August, 45 of the 126 tests conducted were positive, of which 42 were men and 3 were women drivers. This operation will continue throughout the rainy season because it has produced exceptional results due to raised awareness. "The message we are sending is that we want everyone to have fun, but to do so in a healthy and responsible manner for the sake of their own, and other's, lives. Drivers have heeded the call and that's very good," he said.
