Puertotitlàn de Las A(n)tenas PART II - The Future

In the coming years, "Riviera Nayarit" will become a much larger vacation destination than Puerto Vallarta. With 160 Kms of beach, federal government financing and promotion, this FONATUR project will quickly become the focus of attention for hotel and condominium construction, real estate sales and promotion in the international market. It extends from Nuevo Vallarta to San Blas. El Capomo, north of Guayabitos, will be the center of Riviera Nayarit with an international airport.
Puerto Vallarta should not try to compete with Riviera Nayarit, but complement it. While Puerto Vallarta does not have the extensive land, beaches and the financial support available to Riviera Nayarit, Puerto Vallarta has been very successful offering a "traditional Mexican" character with a unique cultural and historical ambiance which the modern Riviera Nayarit will not be able to offer.
This "traditional Mexican" character has gained Puerto Vallarta the reputation as the 2nd most popular beach resort in México. This character should be retained. It is a unique character which is very different from Cancún and Los Cabos, other well known projects of FONATUR. This Vallarta character is very much in jeopardy with the program of "progress" which the present and past administrations have adopted.
The Urban Development Plan (Plan de Desarrollo Urbano, or PDU) should be reviewed and updated in the second year of each three-year municipal administration. Puerto Vallarta has not modified it's PDU since 1997. While the plan is woefully out-of-date, it allows the city council to approve building permits based on dated information. The current administration stated that a new plan would be presented within the first 3 months of last year. After one year, it has still not been presented. It is urgent that the PDU be reviewed and subject to public consultation before it is approved.
Since May 2007, there has been a State Congress investigation of the building permits issued by the past administration for Penninsula and Gran Venetian. The results of this investigation (Juicio Político) will probably not be available until May 2008. In any event, this investigation is not a trial and will not reverse the legality of any permits already issued. The process is more archaic than corrective. However, it is significant that this investigation has even been initiated and shows the concern of different sectors of Vallarta and the Mexican government on the course of "progress" in Puerto Vallarta.
From these examples, it can be seen that the legal and political processes are ill-prepared and supportive, respectively, of the program of high rise constructions in Puerto Vallarta. It appears that only the local community is commenting that "over-building" is occurring. If a resident of Puerto Vallarta is not happy with the changes which are occurring and the future we are facing, what can be done?

En los próximos años, "Riviera Nayarit" llegará a ser un destino turístico mucho más grande que Puerto Vallarta. Con 160 kms de playa, apoyo financiero y promocional del gobierno federal, este proyecto de FONATUR rápidamente llegará a ser el centro de atención para la construcción de hoteles y condominios, la promoción y venta de bienes raíces al mercado internacional. Abarca desde Nuevo Vallarta hasta San Blas. El Capomo, al norte de Guayabitos, será el centro de Riviera Nayarit con su propio aeropuerto internacional.
Puerto Vallarta no debería entrar en competencia con la Riviera Nayarit, sino complementarla. Mientras que Puerto Vallarta no tiene tierras y playas tan extensas ni el respaldo financiero como en la Riviera Nayarit, Puerto Vallarta si ha sido muy exitoso ofertando la imagen de "un Pueblo Mexicano" con una cultura histórica y singular que la moderna Riviera Nayarit no podrá ofrecer.
Este carácter de "Pueblo Mexicano" le ha dado a Puerto Vallarta tanta fama turísticamente hablando que es el 2º destino turístico de playas más popular en la República Mexicana. Este carácter único debería de ser conservado. Es un carácter muy distinto al de Cancún o Los Cabos, otros proyectos bien conocidos de FONATUR. Este carácter de Vallarta esta siendo irreparablemente perdido con el programa de "progreso" que han adoptado las dos últimas administraciones.
El Plan de Desarrollo Urbano (PDU) debería de ser revisado en el segundo año de cada trienio de una administración municipal. Puerto Vallara no ha modificado su PDU desde 1997. Mientras el PDU es peligrosamente anticuado, esta permitiendo al ayuntamiento aprobar permisos de construcción basado en información totalmente atrasada. La presente administración nos prometió la presentación de un nuevo PDU dentro de los primeros 3 meses de su gobierno. Después de un año, todavía no ha sido presentado. Es urgente que el PDU sea revisado y sujeto a consulta pública antes de que sea aprobado.
En Mayo del 2007, un Juicio Político fue convocado para investigar los permisos de construcción expedido por la administración anterior de la Penìnsula y del Gran Venetian. Los resultados de esta investigación probablemente no estarán determinados hasta Mayo de 2008. De todos modos, un Juicio Político no es un juicio para cancelar permisos de construcción ya expedidos, sino una forma de audiencia sobre los actores de la administración. Es un proceso más de forma en vez de contenido. Sin embargo, es de suma importancia que se haya iniciado el presente Juicio Político en que se muestra la preocupación de diferentes sectores de la comunidad Vallartense y el gobierno sobre el camino del "progreso" en Puerto Vallarta.
De estos ejemplos, se puede apreciar que el sistema legal y político no están bien preparados y más bien ambos benefician para que continúen con el programa de sobre-construcción en Puerto Vallarta. Parece que solamente la comunidad local se está dando cuenta de la sobre-construcción en Puerto Vallarta. Y si los residentes de Puerto Vallarta no están de acuerdo con los cambios que están ocurriendo y sobre el futuro que enfrentaremos, que se puede hacer?
