• Reform will provide better crime fighting tools

Mexico City - President Felipe Calderón signed the Constitutional Reform Decree on Penal Justice and Public Safety, which will provide better legal tools for fighting crime and modernize the institutions responsible for administering justice on the basis of oral trials and the establishment of a new public safety model that will protect citizens.

He explained that as a result of this reform, Mexicans will take a major step in their struggle to ensure that the country prospers as a nation of laws and freedoms; a nation whose progress is based on peace, order, justice and legality.

Addressing the President of the Supreme Court of Justice of Mexico, Guillermo Ortiz Mayagoita, and the presidents of the Public Safety Commissions of the Chambers of Senators and Deputies, the President hailed the fact that after the legislative debate, it was decided to reinforce the Mexican system of administering justice.

In seven points, the President declared that the reform offers a transparent system of justice that respects the human rights of both victims and suspects, guaranteeing the legal principle that everyone is innocent until proved guilty.

President Calderon stressed that crime fighting is not only the responsibility of government but also of society, which is why he called for joint responsibility on the part of all social actors and the three orders of government, since he stated that safety will not be guaranteed as long as it is regarded as the task of a single order of government, whether federal or otherwise.

He urged citizens to reduce the scope for impunity and the tolerance of or complicity with crime, by using all the resources available to them.

He also added that, “We must act immediately to reorganize the institutions responsible for security, as part of the National Public Safety System.”

In this respect, President Felipe Calderón added that, “As authorities, we must redouble our efforts and continue to comply with our obligation to guarantee citizens’ safety and continue fighting firmly and decidedly to enable Mexicans to live without fear of being affected by crime.

In this respect, he stressed that his government will maintain its commitment to guaranteeing order, legality and public safety in the country, adding that, “We are determined to guarantee the war against crime and organized crime, because what is at stake is the nation’s welfare and citizens’ peace of mind.”
