Oceanic Ad Vessel Approved to Dock in Nuevo Vallarta

Puerto Vallarta, Mexico – The floating advertising vessel that has drawn attention along the Puerto Vallarta shoreline has an official connection to Nuevo Vallarta, where it is currently moored.

Operated by Oceanic Marketing and equipped with a large electronic advertising screen, the vessel has been traveling around Banderas Bay since September 19. Its presence off Puerto Vallarta’s beaches has sparked complaints from residents concerned about visual pollution.

The vessel’s connection to Nuevo Vallarta was confirmed in an official response from the Puerto Vallarta Regional Port Captaincy following a request from Puerto Vallarta Councilwoman Laurela Carrillo Ventura.

Carrillo Ventura asked authorities for information about the permits allowing the vessel to operate off the city’s coast. The Puerto Vallarta Port Captaincy responded that it did not have the requested information and forwarded the inquiry to the Port Captaincy of Nuevo Vallarta.

According to the document provided by the Puerto Vallarta Regional Port Authority, the vessel is registered with the Regional Port Captaincy of Mazatlán, Sinaloa. That authority issued a navigation dispatch listing Nuevo Vallarta, Bahía de Banderas, Nayarit, as its destination.

The vessel is currently authorized to carry out “docking and stay” operations in Nuevo Vallarta.

From its base there, the vessel has traveled to Puerto Vallarta and other areas of Banderas Bay for its advertising activities.

The arrangement has attracted additional attention because the vessel has been seen displaying advertisements in front of Puerto Vallarta, while it has not been seen carrying out the same activity along the Bahía de Banderas shoreline where it is moored.

Bahía de Banderas officials have previously voiced opposition to the operation. Mayor Héctor Santana García and former interim mayor Israel Santillán Castañeda both said they would not allow the vessel to conduct advertising activities within the municipality.

What the Document Tells Us

The Port Captaincy’s response confirms the vessel’s registration, its authorized destination and its current docking status in Nuevo Vallarta. It also establishes that the Nuevo Vallarta Port Captaincy has jurisdiction over the vessel while it is moored there.

The document does not address the authorization for its advertising activities elsewhere in the bay, leaving that question for the maritime authorities overseeing those operations.

For now, the vessel’s Nuevo Vallarta connection is clear. What remains under scrutiny is how its advertising operation fits within the rules governing Banderas Bay. The questions have already prompted Federal Deputy Bruno Blancas to propose changes to Mexico’s maritime law that would establish clearer regulations for commercial advertising at sea.
