Jalisco Working on Ethical Framework for AI Use and Application

Guadalajara, Jalisco, Mexico – The General Coordination for Strategic Growth and Economic Development (CGECyDE) and the National Chamber of the Electronics, Telecommunications, and Information Technology Industry (Canieti) have begun working on an ethical regulatory framework for Artificial Intelligence (AI) in Jalisco. The goal is to create tools and mechanisms that regulate the use of data and information accessed by AI, aiming to prevent bias, discrimination, social degradation, data theft, and human rights violations.

While AI has facilitated automation across sectors, its rapid advancement has raised ethical concerns. Consequently, it is crucial to educate about responsible use and raise awareness of the associated risks, while acknowledging the opportunities it offers.

During the working sessions, ethical risks were identified, including the collection, storage, and use of personal data, transparency, accountability, social manipulation, and misinformation. Concerns were also raised regarding job displacement, economic impact, bias, and discrimination within AI systems.

Mexico already has the Mexican Council for Ethics in Artificial Intelligence and Robotics, an autonomous organization promoting ethical technological development.

Internationally, the United States has proposed bills addressing AI-related aspects, such as data privacy, civil liability, and algorithmic discrimination. The European Commission presented a regulation prohibiting certain unacceptable AI systems. China aims to become a global AI leader by 2030, while Canada has published an AI Government Framework emphasizing responsible and ethical AI use.

Jalisco plans to develop a strategic plan, create alliances, and promote AI understanding and usage through various events and platforms. High-tech companies in Jalisco, such as Bosch and IBM, already adhere to an ethical code for Artificial Intelligence.

Establishing an ethical regulatory framework for AI in Jalisco will provide certainty for attracting investments and promoting the Jalisco Tech Hub Act public policy.

The proposed framework will focus on principles such as privacy, compliance with the law, transparency, fairness, human-centered development, safety, and reliance on science and technology, with involvement from industry, academia, and the government.

The initial participants in this effort include the Jalisco Secretary of Innovation, Science, and Technology (SICyT), Canieti, MIND Mexico, AMCHAM Guadalajara Chapter, Intel, HP, Coecytjal, and Industrialists Jalisco.
