
Puerto Vallarta, Jalisco, Mexico – The Municipal Government of Puerto Vallarta is working with the Rescatando Amor AC Project to strengthen efforts to control the population of stray dogs and cats through a new program focused on sterilization, recovery, and responsible return.
Known as CERR – Capture, Sterilize, Safeguard, and Return – the initiative brings together the Directorate of Animal Welfare, the Directorate of Infrastructure and Public Works, and councilwoman María Magdalena Urbina Martínez.

One of the first steps has been the rehabilitation of damaged cages at the Animal Control Center. The improvements are intended to provide cleaner, safer, and more suitable spaces for dogs and cats brought in for sterilization.
The CERR program is built around four stages. Owners or animal rescuers first capture and transport the animals to the center. The dogs and cats are then sterilized to prevent unwanted litters before being kept in a safe environment while they recover from the procedure.
Once the animals are healthy enough to leave the Animal Control Center, they are returned to the location where they were captured, provided conditions allow for their safe return.
The program also seeks to broaden participation beyond municipal authorities. Rescuers, independent shelters, animal associations, and responsible citizens are being encouraged to join the effort and help increase access to sterilization services throughout the community.
Organizers say greater cooperation among these groups can help address the stray animal population while reducing the number of unwanted litters and improving animal welfare.
