
Puerto Vallarta’s public water utility is successfully balancing long-term infrastructure upgrades with immediate community support, ensuring both residents and visitors have access to reliable, high-quality water. Faced with a growing population and aging infrastructure, SEAPAL Vallarta has focused its efforts on modernizing the city’s drinking water and sanitation systems while simultaneously expanding its popular social programs.
Under the leadership of Director Carlos Ruiz, the agency has prioritized steady service delivery alongside impactful financial relief for local families. A key highlight from the first half of 2026 is the expansion of the Gogomáticos program. By reactivating 12 previously dormant filling stations, SEAPAL increased its operational network to 28 dispensers, extending its reach into a greater number of neighborhoods.

This expansion allowed the program to distribute 336,000 water jugs completely free of charge during the first six months of the year. This volume represents approximately 6.8 million liters of purified water. Backed by Mayor Luis Munguía’s administration, the initiative provided Vallarta households with an estimated savings of 12.8 million pesos, directly easing family budgets while encouraging healthy hydration habits at home.
Beyond these community-focused initiatives, in March, SEAPAL Vallarta secured its 35th consecutive certification for drinking water quality. Granted by the Commission for Protection against Sanitary Risks of the State of Jalisco (COPRISJAL), this distinction makes SEAPAL the only water utility in the state – and one of only a few nationwide – to maintain this standard without interruption for over three decades.
The certification confirms that the city’s drinking water complies with Official Mexican Standards for physicochemical and bacteriological quality, providing confidence to both local families and the millions of visitors who come to Puerto Vallarta each year.
This year, the certification was also extended to the water systems of Las Palmas and the Ecoterra residential development, ensuring that rural areas of the municipality benefit from the same stringent standards.

To maintain these high standards, the SEAPAL Vallarta Laboratory conducts rigorous daily testing across water sources, treatment plants, the distribution network, and residential connections. These internal checks are further validated by an independent external laboratory accredited by the Mexican Accreditation Entity (EMA). This independent body tests everything from clarity and taste to complex bacteriological and radiological parameters, reinforcing the reliability and transparency of the utility’s quality control program.
Through continued infrastructure improvements, rigorous water quality monitoring, and community-focused initiatives such as the Gogomáticos program, SEAPAL Vallarta remains committed to providing safe, dependable water service while supporting the health and well-being of Puerto Vallarta residents.
