Puerto Vallarta Halts Parking Meter Proposal After Public Input

Puerto Vallarta, Jalisco, Mexico – Puerto Vallarta officials have confirmed that the proposed parking meter project will not move forward. The decision comes after a period of intense public discussion and a series of meetings between local officials and community members.

The announcement was made Tuesday evening by Councilman Arnulfo Ortega Contreras, who leads the committee overseeing the initiative. Ortega emphasized that the responsibility of elected officials is to represent citizens’ voices, noting that the project lacked the conditions needed to advance.

Earlier that day, Mayor Luis Munguía met with representatives from neighborhood associations and community leaders at the UMA. After listening to their concerns, he assured them that parking meters would not be installed.

Ortega, widely known as “Don Chonito,” has been meeting with residents, business owners, and chambers of commerce across areas that would have been affected, including the Romantic Zone, Historic Center, Versalles, and Marina Vallarta. He explained that the feedback gathered highlighted the need for a more comprehensive approach to mobility in the city.

As part of this effort, Ortega presented an initiative on August 27 to develop a Comprehensive Sustainable Urban Mobility Plan (PIMUS). The plan is designed as a participatory and technical tool to organize long-term mobility strategies before making decisions about public spaces.

The councilman also clarified that the parking meter proposal was never finalized. No contract, bidding process, or authorization for installation had been issued. Any future measures would require thorough technical and social studies, as well as City Council approval.

“Based on the information gathered so far and the public opinions heard, the technical, social, and economic conditions for this project to be viable at this time are not in place,” Ortega said. “If the public doesn’t support it and the studies don’t recommend it, it won’t be implemented.”

He concluded by reaffirming that no bidding processes had been initiated and that future decisions would prioritize citizen participation. The resolution marks a positive step in strengthening dialogue between Puerto Vallarta’s leaders and the community.
