
Puerto Vallarta, Mexico – In response to recent public concerns, Mayor Luis Munguía met with residents and business owners to explain details of the rehabilitation of Avenida México, a central section of Puerto Vallarta’s downtown stretching from Argentina Street to 31 de Octubre Street.
The project, part of the planned northern extension of the Malecón, aims to renew one of the city’s most emblematic areas while solving long-standing infrastructure challenges.
Mayor Munguía emphasized that a key objective is to address chronic stormwater runoff that has long affected the downtown area. The new design specifically targets improvements to storm drains and runoff systems along 31 de Octubre and Jesús Langarica streets – areas that often flood and resemble rivers during heavy rains. These upgrades will strengthen the city’s resilience and protect vital downtown zones.
The rehabilitation forms part of a broader effort to restore and enhance Puerto Vallarta’s historic center through collaboration between the municipal and state governments. Jalisco Governor Pablo Lemus and Mayor Munguía share a joint vision for a modernized downtown area that complements new investments, including the future Las Peñas pier near Hotel Rosita in the 5 de Diciembre neighborhood.

Mayor Munguía underscored the importance of citizen collaboration in shaping the project. Residents and business owners were consulted throughout the process, and several of their suggestions have been incorporated into the final plans – a reflection of the administration’s commitment to transparency and community participation.
He also confirmed that the project will maintain traffic flow, preserving two lanes for vehicles as well as the existing bike lane. To reduce disruption, taxi drivers from Site 2 will be relocated, and merchants will receive support while work is underway.
This direct dialogue with the community has helped build trust and momentum for a project that promises lasting improvements to Puerto Vallarta’s downtown infrastructure and appearance.
Community support has been strong. Hotelier Marcelo Alcaraz highlighted the importance of upgrading infrastructure as the city prepares for international events such as the 2026 World Cup and the International Tourism Fair in Spain. Longtime tenant Ana Arellano added that the area has faced drainage and intersection issues for more than three decades, making this effort both necessary and timely.
City officials reaffirmed that citizen feedback continues to guide the work, ensuring the project meets public needs while enhancing the city’s appeal. By modernizing critical infrastructure and preserving its historic heart, Puerto Vallarta reinforces its reputation as a world-class destination and a city that listens to its people.
