
Puerto Vallarta has officially launched a new phase in urban development aimed at creating a more organized, inclusive, and sustainable city. Mayor Luis Munguía led the First Extraordinary Session of the Municipal Urban Development Council (CMDU) last Friday, where the process to update the Municipal Urban Development Program was set in motion.
A major step in this plan includes a series of citizen consultation forums, giving residents the chance to share their ideas and concerns. This collaborative process will follow a structured twelve-stage plan, designed to guide the city’s growth in line with community needs and environmental priorities.
To support this crucial first phase, Dr. Netzahualcóyotl López Flores has joined the team as a technical advisor. Dr. López Flores brings a wealth of knowledge and expertise, holding a doctorate in Urban Planning from the University of Valladolid, and his guidance will be invaluable in shaping the city’s future landscape.
During the session, seven CMDU working committees were also formed. The Legislation and Procedures Committee was tasked with updating the council’s internal regulations, which haven’t changed since 2010. These updates will align local regulations with the State Urban Code and the Metropolitan Territorial Planning Program for Puerto Vallarta–Bahía de Banderas, streamlining processes and promoting consistency in development.
