
Puerto Vallarta has taken another step forward in advancing inclusion and equality. On February 24, the City Council approved structural reforms that formally establish the Diversity Council, reinforcing the municipality’s long-standing commitment to the LGBTQ+ community.
The new legislation creates a regulated citizen participation process to be held each year on May 17, in recognition of the International Day Against Homophobia, Transphobia, and Biphobia. By institutionalizing this annual forum, the city of Puerto Vallarta ensures that the voices, proposals, and concerns of the LGBTQ+ community are recognized as a permanent right, not subject to shifting political priorities.
In addition, officials approved the regulations governing the integration and operation of the Municipal Council for Sexual and Gender Diversity. This legal framework allows for the formal reinstatement of an advisory body empowered to propose, review, and monitor public policies through a human rights lens. The council will serve as a bridge between government authorities and the community, helping shape initiatives that promote equality and non-discrimination.

Councilors Christian Bravo and Víctor Bernal presented the proposals to the full council, highlighting the importance of clear rules to guarantee meaningful and effective citizen participation. They emphasized that transparent procedures and defined responsibilities are essential to building trust and delivering lasting results.
Carlos Plascencia, Deputy Director of Sexual Diversity, described the reforms as a structural advancement for the municipality. By providing legal certainty, he explained, Puerto Vallarta strengthens its institutions while responding to the current needs of its diverse population. The measures also promote collaboration among government agencies and community representatives, reinforcing a governance model rooted in human rights and respect for pluralism.
