
Puerto Vallarta is taking a decisive stand against gender-based violence by joining the Barrios de Paz program, an initiative aimed at fostering equality and violence prevention across Jalisco’s municipalities. Approved during an ordinary session of the City Council, this decision will allow the city to receive up to 1,050,000 pesos in funding for the 2025 fiscal year.
Led by the Secretariat for Substantive Equality between Women and Men of the State of Jalisco, Barrios de Paz seeks to create safer communities by promoting gender equality and positive masculinity. This approval reinforces Puerto Vallarta’s commitment to reducing violence and ensuring a more just society.
Further advancing these efforts, Mayor Luis Munguía’s administration has implemented two key municipal systems: the Municipal System for Substantive Equality between Women and Men, and the System for Women’s Access to a Life Free of Violence. These systems enhance coordination between municipal agencies, civil society, and academic institutions, fostering a unified approach to preventing and addressing gender-based violence.
During the first session, the appointment of Sarahy Hernández Rubio, head of the Municipal Women’s Institute, as the technical secretary for the Municipal System for Substantive Equality was approved. The subsequent installation of the System for Women’s Access to a Life Free of Violence further strengthens local efforts to create an environment where women can live with dignity and security.

Building on these initiatives, Puerto Vallarta has also established the Municipal Council for Women’s Access to a Life Free of Violence, reaffirming its commitment to eradicating gender-based violence. This council will oversee and implement policies that protect women’s rights and ensure their safety. Mayor Munguía emphasized the importance of making this council an active force for real change, with strategic actions such as improving urban infrastructure in at-risk areas in collaboration with universities and government agencies.
One of the most significant advances was announced by Sarahy Hernández Rubio, who confirmed the issuance of the first protection orders in Puerto Vallarta, a crucial step in safeguarding women facing violence. Representatives from the Center for Justice for Women, CLADEM, and the University Center of the Coast emphasized the need for ongoing efforts and structured actions to maintain progress.
