
Puerto Vallarta is celebrating a momentous leap forward in its water infrastructure following the successful inauguration of three Vertical Galleries on the Mascota River. This historic project, inaugurated on the morning of Monday, September 29th, represents the most significant advancement in drinking water production in the last three decades, promising a more secure and stable water supply for residents and the crucial tourism sector.
Mayor Luis Munguía and SEAPAL Vallarta Director Carlos Ruiz led the official ceremony, joined by community representatives, business leaders, academics, and residents who gathered to witness the launch of this vital development. Their presence underscored the community-wide significance of this strategic infrastructure.
Mayor Munguía highlighted the project’s long-term planning, including research supported by the University of Guadalajara, noting that this achievement was not only a technical success but also a testament to thoughtful planning and expert collaboration. He added that his government is clear about its role in taking Puerto Vallarta to the next level.

SEAPAL Director Carlos Ruiz called the inauguration a historic accomplishment and credited the expertise of engineers with more than 30 years of experience for bringing the vision to life. He stressed that this effort marks the beginning of additional projects designed to further strengthen the city’s water infrastructure set to be completed this year.
Carlos Manzano, SEAPAL’s Director of Studies and Projects, explained that the three vertical filtration galleries will provide a steady flow of high-quality water. This flow will be directed to the Radial Well and then to the treatment plant, reducing strain on existing systems and improving the water supply in areas that have historically experienced intermittent service.
The ceremony closed with a countdown that set the new system in motion, symbolizing the start of a new chapter for Puerto Vallarta. With this initiative, thousands of families, businesses, and the tourism industry can look forward to greater water security and reliability for years to come.
