
Puerto Vallarta, Jalisco, Mexico – SEAPAL Vallarta is advancing a major modernization effort to ensure reliable water and sanitation services for Puerto Vallarta residents. With strong support from Mayor Luis Munguía, the utility, led by Director Carlos Alberto Ruiz, has invested 208 million pesos in 24 strategic projects across the municipality during his first year in office.
The core focus of this investment has been the construction of three Vertical Galleries on the Mascota River. This landmark project marks the first significant step in two decades toward improving the city’s water production capacity. It represents a fundamental advance in securing the supply of drinking water, addressing the twin pressures of prolonged dry seasons and rapid urban growth.
Complementary initiatives include the re-drilling of wells 19, 38, and 1 in Ixtapa. The restoration of Well 1, originally built 56 years ago, marks an important recovery effort. Together, these projects will add more than 170 liters per second to the city’s water network, benefiting thousands of households and fortifying the supply for Puerto Vallarta’s continued growth.

Beyond drinking water, the agency is simultaneously executing major projects to rehabilitate and expand the city’s sanitation and wastewater treatment systems. These essential upgrades directly enhance the population’s quality of life and public health.
Key sanitation works include the Centro-Norte Collector, the expansion of the wastewater treatment line in Marina Vallarta, the sub-collector in Villas Río and Fluvial Vallarta, and the expansion of the sewer system in Vista de la Bahía. By focusing on both clean water supply and effective waste management, SEAPAL is building a more resilient and sustainable infrastructure for the community.
During the Regional Forum for the Jalisco Water Program, hosted by the Jalisco State Water Commission (CEA), Ruiz highlighted the importance of collaboration with state authorities to secure long-term water stability. He credited the PROAGUA Program and the leadership of Governor Pablo Lemus Navarro and Mayor Munguía for advancing crucial infrastructure initiatives.
Ruiz noted that Puerto Vallarta’s rapid growth – with more than 50,000 new homes added in the past decade – has created significant technical challenges. However, the new Vertical Galleries have delivered an unprecedented increase in water production, putting the city on a solid path toward system stability.
CEA Director General Mario López Pérez commended SEAPAL Vallarta’s achievements, recognizing its technical and financial capacity as a model for other municipalities in the North Coast and Sierra regions. The forum brought together mayors and water utility directors to discuss shared strategies for sustainable water management across the state of Jalisco.
