
Puerto Vallarta, Mexico – In anticipation of the influx of international tourists for the 2026 World Cup, Puerto Vallarta is expanding its municipal security measures. Mayor Luis Munguía announced that the coastal city expects to be a highly frequented destination during the global tournament, prompting a scheduled reinforcement of the municipal police force through additional patrols and upgraded resources.
Operational capabilities will be strengthened in the coming weeks with the delivery of 35 new patrol vehicles. The procurement is funded by the 2026 Federal Fund for Contributions to the Strengthening of Municipalities and Territorial Demarcations (FORTAMUN). Along with the new fleet, local officers are scheduled to receive updated equipment and new uniforms.
During a recent meeting with personnel at the Citizen Security Police Station, Mayor Munguía emphasized the need for timely and sensitive emergency responses, explicitly highlighting the protection of local women. He instructed municipal officials to fortify existing protection strategies, stating that the administration must remain highly committed to ensuring women feel securely supported by authorities across all sectors of the municipality.

As a result, the Secretariat for Substantive Equality between Women and Men (SISEMH), operating through its Directorate of Access of Women to Justice, recently instituted a specialized technical training program. The course, titled “Protocol and tools for attending to women victims of violence,” was delivered to municipal judges and Public Security Police Station staff.
The primary objective of the initiative is to equip public servants with the necessary tools to correctly identify gender-based violence and effectively manage the designated care pathway. The training aims to ensure that referrals are handled assertively and with dignity, operating strictly within a framework of human rights and substantive equality.
The instructional curriculum focuses on four core operational areas:
• Theoretical Framework and Conceptualization: Understanding the foundational root causes and dynamics of gender-based violence before protocol implementation.
• Legal and Regulatory Framework: Mastering the specific laws, statutes, and responsibilities that govern the actions of public servants and customer service personnel.
• The Care Protocol: Following the step-by-step critical path of action required from the exact moment a victim establishes initial contact with authorities.
• Practical Intervention Tools: Utilizing the specific resources, documentation, and instruments designed to guide personnel safely through the active care process.
Through this combination of material upgrades and specialized institutional training, municipal authorities aim to prepare Puerto Vallarta’s public safety infrastructure for both upcoming international events and ongoing regional demands.
